PRETRIAL
Approved target populations for pretrial offenders would include the following characteristics:
- Offender charged with a
non-assaultive misdemeanor
- Offender charged with a
non-assaultive felony
- Offender has no more than one prior felony conviction
- Offender is not on probation or parole at the time of alleged offense
- Offender has not failed to complete a community corrections program within the past three months
- Offender is classified at Level 5 Medium Presentence or below
- Offender has not had a prior failure to appear charge
- Offender has been incarcerated a minimum of three days after bond has been set
- Offender is unable to post bond
- Offender was committed within the CCAB's six county region (Delta, Dickinson, Gogebic, Iron, Menominee, Ontonagon)
- Offender does not pose a threat to the safety and security of the community
COMMUNITY SERVICE WORK CREWS AND
PLACEMENT
Approved target populations for sentenced offenders in the community corrections work crew or individual placement programs would include the following characteristics:
- Offender sentenced on a non-assaultive misdemeanor charge
- Offender sentenced on a non-assaultive felony charge
- Sentence includes participation in PA511 programming in lieu of jail or prison
- Offender does not have a history or pattern of violent behavior
- Offender has not been convicted of a criminal sexual misconduct offense
- Offender has not failed to complete a community corrections program within the past three months
- Offense was committed within the CCAB's six county region (Delta, Dickinson, Gogebic, Iron, Menominee, Ontonagon)
- Offender does not pose a threat to the safety and security of the community
SUBSTANCE ABUSE
TREATMENT
Approved target populations for sentenced offenders in substance abuse treatment programs under the Probation Residential Services monies would include the following characteristics:
- Offender sentenced on a non-assaultive felony charge
- Sentence includes participation in substance abuse programming in lieu of jail or prison ( a minimum of day-for-day diversion - i.e., 90 day treatment in lieu of 90 days in jail)
- Offender does not have a history or pattern of violent behavior
- Offender has not been convicted of a criminal sexual misconduct offense
- Offender has not failed to complete a community corrections program within the past three months
- Offense was committed within the CCAB's six county region (Delta, Dickinson, Gogebic, Iron, Menominee, Ontonagon)
- Offender does not pose a threat to the safety and security of the community
- Offender has a minimum SGL of 0-9 (0-6 on an adjudicated probation violation)
- Offender is a PROBATIONER (not a parolee)
- All other funding sources for the offender have been exhausted
ELECTRONIC MONITORING
(TETHER)
Approved target populations for sentenced offenders in electronic monitoring programs would include the following characteristics:
- Offender is a sentenced misdemeanant
- Offender has a reasonable balance of incarceration time to allow for processing and participation (generally 15 days or more)
- Offender expresses a willingness to follow the rules of the program
- Offender lives in a county represented by the CCAB or be processed through a court system that operates within the CCAB region
- Offender does not have a history or pattern of violent behavior
- Offender has not been convicted of a criminal sexual misconduct offense
- Offender has not failed to complete a community corrections program within the past three months
- If living with family, no history of spousal or family abuse is known
- Offender has the capability of paying for the tether use (unless specifically waived by Community Corrections Director)
- Offender has a telephone without call forwarding and/or call waiting features
- Offender's answering machine must be disconnected (if applicable)
IN-JAIL SUBSTANCE ABUSE AWARENESS/COGNITIVE LEARNING
PROGRAMS
Approved target populations for sentenced offenders in the in-jail substance abuse awareness/cognitive learning programs would include the following characteristics:
- Sentenced felon or misdemeanant
- One or more prior convictions
- No pattern of violence
- Convicted of OUIL
- Convicted of a drug offense
- Has an active substance abuse problem as defined by the probation officer or assessment professional
- Has educational needs
- Is sentenced to participation during incarceration
- Has a desire to participate
